at the English correction and written for the US medical court caseMr. Ronald Blake from IATA as the ACILR Vice President accepted at the MSSTC President request to transfer all ACILR meeting from the IATA to the MSSTC conference room Longueuil Metro office. At that time different persons assisted these meeting. One person was from the Quebec government Department of Industry and commerce, aeronautical advisors in the setting up a Quebec project, a Hydro Quebec Evaluator were member of the ACILR and also a Desjardins Bank observer. One MSSTC Commissioner was also a Hydro Quebec director. Later Mr. Finet, director of Hydro Quebec becomes the Longueuil mayor and a MSSTC council mayor member for a few months.
Two week after I meet the Longueuil mayor Finet, he accepted a new nomination as the Hydro Quebec International Vice President. He was a close friend and the Vice President of Mr. Vinet the Hydro Quebec International President, which was killed with some other Quebec and Canadian high servant in the cover-up Solar Temple murder. The original public politic event was concerning the
Cancom creation.The journal edition (reported in the Cancom webpage http:/www.cancom.ca ) “The Yukon News” said Cancom's mandate "could rightly be called the single most significant decision ever handed down in the history of the federal regulatory body. But not everybody was thrilled with it”. That it was the first time the Canadian eared about Cancom.
Broadcasters went before the CRTC to argue that no cable license should be issued in communities that already had a broadcast station. Hougen called that ridiculous. "Broadcasting and communications must change to take into account the reality of satellites and the great need for more and greater diversity of programming everywhere in Canada, not just in the big cities," he said.
WIC was one of the founding partners in Cancom when it was incorporated in 1980, and has gradually increased its investment since then, as satellite transmission has become established as the leading of the wireless signal delivery technology.

Ce 3 juillet 1980, veille de la fête nationale américaine, le comité directeur d'IBM est réuni au grand complet dans son quartier général d'Armonk, dans l'Etat de New York. L'atmosphère est tendue dans la grande salle de réunion. Frank Cary, le président d'IBM, ne comprend pas pourquoi ses troupes ne parviennent pas à concevoir un micro-ordinateur. Il ne veut pas que sa société, spécialiste des gros systèmes centralisés et leader mondial de l'informatique, rate le coche de la "micro-informatique" qui commence à intéresser les entreprises... Surtout, Cary refuse d'envisager que sa société se fasse doubler par les jeunes hippies d'Apple ! Les cuisants échecs du 5110 et du Datamaster, deux micro-ordinateurs conçus dans la seconde moitié des années 70 par Big Blue, lui sont restés sur l'estomac... L'un après l'autre, les responsables en poste expliquent à Frank Cary qu'IBM est victime de son gigantisme et de la rigidité de son organisation. C'est alors que Bill Lowe, un cadre de la General Products Division, expose un projet qui lui tient à cœur. Il s'agit de construire un ordinateur personnel avec une petite équipe en s'inspirant des méthodes utilisées par les pionniers de la micro-informatique. Pour aller plus vite, Bill Lowe propose de faire construire les différents éléments de l'ordinateur par des entreprises extérieures. Cary est tout de suite convaincu : Lowe doit se mettre immédiatement au travail, avec pour premier objectif de présenter un plan détaillé du projet le mois suivant.
Bill Lowe recrute aussitôt quarante personnes, qu'il installe dans un local à proximité du laboratoire de la General Products Division, à Boca Raton, en Floride. A ce moment-là, son principal souci est de trouver un système d'exploitation fiable pour faire tourner le futur bébé. A l'époque, Microsoft, une toute jeune société, est réputée pour son langage de programmation MS-Basic ; or, Lowe est persuadé qu'elle possède déjà l'outil qu'il cherche. Il demande donc à l'un de ses collaborateurs, Jack Sams, d'entrer en contact avec Bill Gates. Ce jeune homme de 24 ans, qui paraît en avoir 15, et son camarade de fac Steve Ballmer ne se font pas prier pour signer un accord de non-divulgation avant que Sams ne leur parle du projet "Personal Computer". Mais il y a un hic : Microsoft n'a pas de système d'exploitation à vendre à IBM ! En fait, Gates ne s'intéresse pas aux systèmes d'exploitation car il pense que le développement de langage informatique est plus rémunérateur. Il conseille à Sams de s'adresser à une société, Digital Research Intergalactic, créatrice du système CP/M (Control Program/Monitor). Hélas, le jour où les représentants d'IBM viennent chez lui, Gary Kildall, le président de DRI, est en voyage et son épouse refuse de signer les accords de non divulgation. Une péripétie qui, rétrospectivement, va faire basculer l'histoire puisque Sams rappelle alors Gates pour lui demander de trouver une solution.

Début août 1980, Bill Lowe arrive au comité directeur pour exposer son plan de développement. Il amène avec lui un prototype du futur PC. Ce dernier est alors seulement capable d'effectuer deux opérations : afficher l'image d'une femme nue ou bien le décollage d'une fusée. Sagement, Lowe et son équipe décident de faire leur démonstration avec le décollage de la fusée. La démonstration plaît. Mais très vite les discussions pointent le point faible de ce projet PC : sa dépendance vis-à-vis d'autres sociétés. En effet, les principaux composants du PC, y compris son système d'exploitation, viennent de l'extérieur. Qu'à cela ne tienne, le comité directeur juge qu'il sera toujours temps de reprendre la main si un problème se pose. Le président d'IBM, lui, est enchanté et il donne son feu vert au projet PC.

Le bon plan de Microsoft
Quelques jours après, Bill Gates et son associé Paul Allen prennent la décision de faire un système d'exploitation pour cette nouvelle machine. Comme ils ne peuvent pas en créer un de toutes pièces en quelques mois, ils se tournent vers Tim Paterson, un programmeur indépendant. Ce dernier a conçu un système appelé Q-Dos (pour Quick and Dirty Operating System), inspiré de CP/M. Piètre homme d'affaire, Paterson cède son système à Microsoft pour environ 75 000 dollars...

En septembre 1980, Bill Lowe est nommé directeur à Rochester, dans le Minnesota. Don Estridge, expert en logiciel, le remplace à la tête du projet PC. Personnage charismatique, il impose un rythme soutenu à son équipe, qui rassemble désormais une centaine de personnes. The November 20, 1980 Quebec endorsement and the January 22, 1981 letter from Mr. Bernard Landry were reported in a QIRC internal on the August 10, 1981.
Mr. Perron Engineer wrote in August 10, 1981 a QIRC internal report for Mr. Guy Bertrand Engineer, QIRC Chairman of the Board.
