The provincial P.Q. Party, the F.T.Q., and the Political Liberal Party was directly involved in criminal activities against me.
I go public with this information because I fear for the safety of myself, my family, and my friends. And to protect my rights from possible criminal actions against me by the Quebec Provincial Government, the Canadian Government, and their criminal associations.
I need to inform every person, group, and association who is interested in my case:
1) I don't want to be involved in Canadian or Quebec Provincial politics.
2) I'm not looking for criminal charges against the Canadian or Quebec Provincial government or any individual involved.
3) I just want my civil rights to be protected and to be recompensated for income lost as a result of my situation:
A. My health expenses from an automobile accident while in exile in the U.S.A. I was forced into early settlement because of a cash flow problem created by the falsification of my Quebec Canadian Medical full Desability Pension and benefit lost due of desability income.B. Loss of salary and benefits due to the falsification of my medical pension.
C. Lost opportunity costs associated with my attempt to be justly compensated with salary, benefits, and royalties for my concept a.k.a. C.D.R.I.L.
D. Lost opportunity costs and expenses due to my flight for safety and exile in the U.S.A.
E. Lost opportunity costs for the time spent in hiding which prevented me from persuing other creative business opportunities.
F. All expenses related to the protection of my person and family.
G. All expenses related to the protection and assertion of my civil rights
including legal fees, transportation and lodgeing, correspondence ( phone and
postal ), other miscellaneous costs.
Be advised that my attornies will contact the appropriate authorities and persons regarding the civil suits at the appropriate time.And, if the Canadian Authority want to know which events give the reasons why I produce this document they just have to contact the U.S. Concern Authorities who have all the information for my safety.

INTRIGUING SITUATION
Mrs. Lise Ferland edited some of my story documents concerning the C.D.R.I.L. Project and related criminal activities by the Quebec Government. She is identified in the documents as a French and English editor.
Mr. Christian Lebel, Notary, did some work for Mrs. Lise Ferland.
Mr. Christian Lebel is a former Liberal Political Organizer who during the election organized for the Federal Party Bloc Quebecois in association with the P.Q. Provincial Party. His brother Jocelyn Lebel is the Bloc Quebecois Federal Deputy of Chambly. Mr. Christian Lebel, Notary, was sued for criminal monetary fraud by the Quebec Government and was represented by Mr. Levesque in court.
Lebel`s lawyer, Mr. Levesque, is the brother of the former Quebec Government Premier Rene Levesque. My document directly pointed to Mr. Levesque, Lebel`s lawyer, as the person who created the company W.R. Quebec ( affiliated with W.R. in Vancouver ). W.R. Quebec was involved in the illegal reproduction of my electronic concept, stolen by the Quebec Government under the administration of Rene Levesque, Chief of the P.Q., Quebec Provincial Politic Party.
Why did the Quebec Prosecutor chose Mrs. Ferland as one of four witnesses against Mr. Lebel?
Another prosecution witness, Mr. Sylvain Larocque, struck up a friendly conversation with Mrs. Lise Ferland. He mentioned he was suprised she knew me and he would like to speak to me in exile. He told her he already discussed my case with a Federal Deputy. He advised Mrs. Ferland that he had a lawyer named Mr. Michel Lebrun. I could reach him.
Mr. Larocque mentioned to Mrs. Ferland his arrest by the S.Q. ( Quebec Provincial Police) for activities relating to the 1970 F.L.Q. political troubles about independence for Quebec.
I called Mrs. Ferland and she told me of her talk with Mr. Sylvain Larocque and gave me his telephone numbers if I wanted to contact him. I told her I would like to think about it first.
INTRIGUING SITUATION II.
Mr. Claude Bellefleur assisted me in preparing the electronic part of the C.D.R.I.L. Project for the Quebec Industrial Research Center ( C.R.I.Q.). His former wife, Mrs. Larocque and he are still very good and close friends. Disturbed, Mrs. Larocque called her former husband with this story.
She met a man at the restaurant where she works. Mr. Serge De Grandmaison claimed to be a physician who owns a house in North Port, Florida and he could help her find a job in Florida. After a few weeks De Grandmaison said he was a personal friend of the owner of another restaurant of this franchise in Sherbrook City ( Quebec, Canada ). Later, this man made a disturbing action, reali inappropriate for a physician. She told her employer about this and mentioned the Sherbrook City franchise. The owner told her there is no franchise in Sherbrook and "Don't let him disturb your nice smile for that, he's just a joker".
Upon hearing the story, Claude Bellefleur remembered that I talked about a Mr. De Grandmaison in my documents. He told Mrs. Larocque "I think it is better to inform Serge because it looks like the guy is trying to get some information regarding him. He created many situations where you would have been tempted to talk about Serge".

INTRIGUING SITUATION III.
A day later I phoned Mrs. Larocque to find out if she knew a man named Sylvain Larocque. The answer was no. She went on to tell about De Grandmaison and her conversation with Claude. I informed the authorities and some close friends. Then I called Mrs. Lise Ferland and advised her I had given the name of Mr. Sylvain Larocque to the U.S. authorities.
Surprised, Mrs. Ferland said Sylvain Larocque told her he had been arrested before by the one agency of U.S. Police force. (I don't know the reason for this arrest, I didn't ask her).
After leaving Canada my daughter continued to receive inquiries into my whereabouts at her previous address as confirmed by Patrick Roy, a soldier from the Canadian Army who lived with her before and stayed at the apartment after she left.
What am I suppose to think about this?
1-My E-Mail has been tamered with.
2-Who is Sylvain Larocque and who does he work for?
3-Who is De Grandmaison and what is his relationship to Jocelyne De Grandmaison ?
A journalist named Jocelyne De Grandmaison from Quebec was killed in the Solar Temple as described in my web page and confirmed in the Dec. 1997 issue of Reader's Digest.
4-Why after having all the necessary documents for 11 weeks, has the Quebec Government failed to process my deseased mother's income tax to distribute to her estate?

A better understanding of it is possible if, you refer to the injunction concerning the Quebec Pensions plan, given publicly by Mr. Mulroney during the Federal Provincial meeting of Lake Meech and, the injunction regarding international falsifications of some international documents, without any explanation. Could it be that there's a link between these two injunctions ??
Here, I would like to refer you to two coincidences, rather disturbing, or at least puzzling, which will bring your attention to some goings-ons regarding the document identified by the letter of Mrs .Kim Cambell, written by Mr. Richard Clair, the Main Counselor in politics of the Justice Minister Cabinet and General district attorney of Canada, Mme.Kim Cambell.

This letter, dated December 11, 1992 and received December 15, 1992, seems to be the beginning of the Mr.Mulroney decay, explained in the document mentioned on the Internet. See the address at the end of this letter.

In order to make the connection, I enumerate here the two events going-on.
1" The First three Premier Ministers, who received the French document, the English translations was not available at the time of this first event, were those who had their picture discredited by the interruption of a telephonic conversation has reported on Quebec French news, concerning two important members of the Quebec government.
There seems to be some kind of Political governmental Federal and Quebec Provincial cover up, it looks like it was intended in case these three premiers disclosed something in my document. This document could prove that the S.T.R.S.M. [ Montreal South Shore Transport Society ( Before C.T.R.S.M.........Commission. They just change the name from commission to society) ] the F.T.Q. ( Quebec Federation Workers ) , the R.R.Q. ( Quebec Pension Plan ) and the Quebec Government have been guilty publicly of some illegal and criminal actions against the Quebec citizen and myself.
2" One week before the poll of the Canadian Provincial Premiers concerning the endorsement of Lake Meech Informal
Agreements, an English translation of the French document received by the three Premiers as described below was sent to them. Some serious people told me that my document and the going-ons had an important impact in the change of their poll and, by this fact, the endorsement failure at the Lake Meech Informal agreements .
Now for a better understanding of the situation concerning Mrs .Kim Campbell's letter received
December 15 1992, it coincides with a meeting she had with Mr Mulroney, on January 2nd 1992, and her transfer of Canadian Justice's Minister to Defense Minister. Two days later, her mutation was made public.
By this nomination she didn't need any permission, from Mr.Mulroney, to order an inquiry into the alleged criminal activities of Quebec's Government and his publics, parapublic organizations and is societies.
By the Canadian Army she could ask for a non-official investigation if she wanted it. I truly believe this is what she did, and the Justice Department never sent any answer to my letter either Mrs. Kimbell. In fact few weeks later, Mr. Mulroney had to resign. More details can be found, along with many proven facts, by the side of my personal web page on Internet. See the address at the end of this letter.
This document seems extensive, it contains the entire version, on picture scanner, sent to different countries. By Internet, on my personnel web page, you have the opportunity to be informed. All the countries and every Canadian Minister or Deputies received the document, dated December 9, 1996, sent December 23, 1996, for the Canadian Minister or Deputies and, dated January 9, 1997 for the countries, listed in the document dated the January 9, 1997.

In 1985 Mr. P. M. Johnson was the person in charge of the justice in Québec.
Mr. P. M. Johnson Justice Minister in January 1985 and was Québec Prime Minister in September 1985 when, he name Mr. J.G. Parent the Québec Industrial and Economic Expansion Minister.
Both were directly and criminally involve with the C.T.R.S.M Commission of Transport and the F.T.Q. Union as I describe in my document deposit in court.
In February 1985, I had a criminal life attempt, they tried to run me out of the road, as I describe in my document deposit in different court, now on internet.
The car I had describe (color, mark, tag number) identified by the St. Hubert police department in Québec Canada, belong to a rental business own by Mr. François Lecompte (a French Immigrant from France ) as I describe in my document deposit in different court.
On January 10, 1986 the car with explosive intercepted by the Montreal Police Quebec Canada in Montreal was driving by Mr. Eric Valois who succeed to escape, was rented by the same outfit.
On January 10,1986 Mr. Eric Valois who has a dangerous criminal record and was release on parole a year before (January 1985).
Few month later, Mr. Eric Valois became the first suspect concerning the bombing of Air India flight 182 from Montréal to New Delhi, killing all 329 people on board in Juin 23 1985.
Mr. Eric Valois was arrested in Vancouver B.C. by the West Vancouver police acting on a tip, concerning the aborted bomb attack again the Indo-Canadian Times own by Tara Singh Hayer.

The special relation between the Quebec Government and two investors directly related with India
The person involve at Nord Hatley financing, where many reception occurred, attempt by many minister and high civil servant from the Québec Provincial, the Federal Government) and different country after a criminal investigation lost more than 100 millions dollars.
Someone, who invested many millions in Québec, refused to close the transaction concerning my house when the lawyer from the C.T.R.S.M tried to force me to bankrupt in December 1988. This case concerning my former house in Québec still in court of appeal after 9 years.
Both are directly involve with India.

The year 1988 correspond with:
The gunning in 1988 of the editor down in his office (Mr. Tara Singh Hayer the owner of Indo-Canadian Times), two year after the aborted bomb attack involving Mr. Eric Valois in Vancouver B.C. (1986).
The arrested on April 28, 1988 of Mr. Therry Colburne case No 505-01-002295-851 who had travel the same place of Mr. Eric Valois Québec, Ontario, Vancouver.
In 1985, the Montréal Gazette reported in 2/13/86 " Colburne was charged with attempted murder, using a firearm to commit an offense, using a firearm with intent to cause injury and pointing a firearm."
Colburne was a free man within 6 days after his trial, later killed two persons and received a private trial in 1988.
He was sentences to 12 years...........?????? of prison at provincial custody in the Parthenais detention center, the same place where Mr.Eric Valois in 1986.

Mr. Therry Wayne Colburne and Mr. Eric Valois were the most wanted Québec, Canada.
They were defended and protected either by a lawyer who received the mandate from the Canadian Québec Government involve in a criminal covert-up.
The criminal perjury on March 1988 of the C.T.R.S.M. in court to obtain the Lapsing Request for my case No 500-05-016630-814.
On march 1988, while I was requesting (concerned about if they've found the missing file's, containing essential information of the trial and the non representation of my lawyer), I was rudely interrupted by the C.T.R.S.M.
The C.T.R.S.M. told the Judge I was mentally disabled and the case of the missing files were fiction.
And concerning my supposedly lawyer, the C.T.R.S.M.'s lawyer advised the Judge that, Mr. Raymond Proulx had already dropped my case (never advising the court) and now worked for the C.T.R.S.M.'s lawyer's office
The Judge believed the C.T.R.S.M.'s lawyer and gave its judgement without files.
Later the Ombudsman found the files in a box not on file, I describe this event in my document on Internet.
The C.T.R.S.M. in June 29th 1988 made a criminal misappropriated fund of $927.50 on my check when I've been illegally fired .
The C.T.R.S.M. in December 1988 tried to force to file bankruptcy, with the help of the buyer who refused to close the transaction concerning the sale of my house ( at the meeting we're the only people that don't know that)
The C.T.R.S.M. Seized my house. .
On the night of the closing day, we received from the C.T.R.S.M. a court order advising us they seized my house.
Conclusion:
All these facts add with all the public criminal accusation I did, with proof I transmitted at all level of the Provincials and Federal Government, the criminally surrounding the Québec Provincial and the Federal Government still Active and on Power.

The art of escape comes naturally to Eric Valois. He is wiry in frame, mercurial in mindset and thinks quickly on his feet.
Valois, 35, is given to risk-taking, improvisation and running away. Be it a police dragnet in downtown Montreal (he bolted into a crowded métro station); a West Vancouver courtroom (he leaped over the prisoner's dock); or in handcuffs aboard a Greek ferry (he darted through a porthole, vanishing into the Aegean Sea) he has managed to arrange his own exits.
It is a talent, a vocation, but not the sort of skill that can be typed on a curriculum vitae. It follows a

One of Canada's most wanted fugitives over the past decade, Valois is "of interest" to the RCMP Air India investigation, which is probing the deadliest act of terror stemming from Canadian territory. He is sought by police in Montreal and West Vancouver for escaping custody.
Authorities who once held him in the Bahamas, in Reno, in West Palm Beach and on the Greek island of Rhodes don't want him back. There have been escapes worthy of Houdini and foiled attempts, close calls with capture, lucky breaks and unceremonious expulsion. Charges have materialized, gathered dust and expired while the suspect himself has slipped through the cracks.
The crimes themselves appear less spectacular than their author: Valois has been charged with offences ranging from firearms and explosives to armed robbery and drugs. But the extent of his activities remains murky.
