        I (Mr. Serge Morel), Political refugee from Quebec, Canada, due to some criminal actions on behalf of both, Quebec and Canada's  governments send you this message.

       Doing it, I complete the mandate to inform all the countries, France, England, and tall the Commonwealth and the United States. All these Countries also received, for their personal information, a copy of Radio Canada video, set down and identified as one of the proofs in my 1997, public document on the Internet  or see the pdf file of the 1997 first web .  The address of this web in 1997, identified at the end of this letter.
 
This public document has been addressed as follows.

To the attention of Canada's Prime minister, sent to the Justice minister, December 23, 1996. The Justice Minister has been identified in the public document on the Internet.
 
To every Canadian Provincial's Premier, via their Provincial's Justice Minister on  December 23, 1996. All Justice minister's have been identified in the public document on  internet

To all the Canadian deputies. Partly completed by the distribution of more than one hundred documents sent on December 23, 1996.  All of them are identified in my public document located on  Internet.

To all the Canadian Citizens.  This phase is being completed now.

 A first step has been done January 30, 1997.  The next step is to send, also by Internet, a letter informing the people that they have the possibility of having this document by my personal home page on Internet. This list will be public later.

This letter is address to all the Canadien Universities , to the different academic faculties, to the associations of academic  and secondary students of Canada.  It is address also,  to all and every workers,  administrations,  teachers, workers of all  kind, and, in fact to all and every Canadian Citizen.
 
 This is being done actually , but, to be really successful, we need the help of a lot of honest, responsible, and devoted people. They will have to carry the message, person to person or, by Internet through my own home page.  See the address at the end of this letter.

 This message can be legally transmitted to anyone in Canada or Quebec.  But, I've been told, it Can't be distributed by Canadian Press because of some Canadian and Quebec laws

 A better understanding of it is possible if, you refer to the injunction concerning the Quebec Pensions plan, given publicly by Mr. Mulroney during the Federal Provincial meeting of Lake Meech and, the injunction regarding international falsifications of some international documents, without any explanation.  Could it be  that there's a link between these two injunctions ??

Here, I would like to  refer you to  two coincidences, rather disturbing, or at least  puzzling,  which will bring your attention to some goings-ons  regarding the document identified by the letter of  Mrs .Kim Cambell,  written by Mr. Richard Clair, the Main Counselor in politics of the Justice Minister Cabinet and General district attorney of Canada, Mme.Kim Cambell.

 Except for the letter 28 September 1992, 3 "paragraph: ( Traduction from the French letter.)

   << I must remind you that the Canadian Parliament is fully responsible for the adoption of the law in criminal matter, but the general district attorney of each of the provinces have the general responsibility of the justice administration and the application of the criminal code ( criminal  was underline by Mr. Richard Clair).  The answer to this letter can be found in the document  dated  January 9, 1997, on the internet  at my personal home page on page 74 of the 76 pages of the document on the internet.

 This letter, dated December 11, 1992 and received December 15, 1992, seems to be the beginning of the Mr. Mulroney decay, explained in the document mentioned on the Internet. See the address at the end of this letter.

 In order to make the connection, I enumerate here the two events going-on.
 
  1" The First three Premier Ministers, who received the French document,  the English translations was not available at the time of this first event, were those who had their picture discredited by the interruption of a telephonic conversation  has reported on Quebec French news,  concerning  two important members of  the Quebec government ??

  There seems to be some kind of Political governmental  Federal and Quebec Provincial cover up,  it  looks like it was  intended in case these three premiers disclosed  something in my document. This document could prove that the  S.T.R.S.M. [ Montreal South Shore  Transport Society  ( Before C.T.R.S.M.........Commission.  They just change the name from commission to society) ]  the F.T.Q. (  Quebec Federation  Workers ) , the R.R.Q. ( Quebec Pension Plan ) and the Quebec  Government  have been guilty publicly of some illegal and criminal actions against the Quebec citizen and myself.

  2" One week before the poll of the Canadian Provincial Premiers concerning the endorsement of   Lake  Meech  Informal Agreements, an English translation of the French document received by the three Premiers as described below was sent to them.  Some serious people told me that my document and the going-ons had an important impact in the change of their poll and, by this fact, the endorsement failure at the  Lake  Meech  Informal  agreements .

Now for a better understanding of the situation concerning Mrs .Kim Campbell's  letter  received December 15 1992, it coincides with a meeting she had with Mr Mulroney, on January 2nd 1992, and her transfer of Canadian Justice's Minister to Defense Minister. Two days later, her mutation was made public.

By this nomination she didn't need any permission, from Mr.Mulroney, to order an inquiry into the alleged criminal activities of Quebec's Government and his publics, parapublic organizations and is societies.

By the Canadian Army she could ask for a non-official investigation if she wanted it.  I truly believe this is what she did, and the Justice Department never sent any answer to my letter either Mrs. Kimbell.  In fact few weeks later, Mr. Mulroney had to resign. More details can be found, along with many proven facts, by the side of my personal web page on Internet. See the address at the end of this letter.

This document seems extensive, it contains the entire version, on picture scanner, sent to different countries.  By  Internet, on my personnel web page, you have the opportunity to be informed. All the countries and every Canadian Minister or Deputies  received the document, dated December 9, 1996,  sent December  23, 1996,  for the Canadian Minister or Deputies and, dated January 9, 1997 for the countries,  listed in the document dated the January 9, 1997.

Someone well aware of your interest for Quebec and Canada has given your Internet address to me. So I'm sending this letter and ask you to inform your neighborhood. Included, is an attachment to help you find your way through my personal Internet page. The document is written in English for now.  But knowing the interest of the French Canadian and Quebec, for the bilinguisme, I have no doubt that you can find someone to translate for you.

I hope in a few week the translation will be done  and you can find it on the web whith more than four thousanths  names of provincials deputy, the universities authorities, the federal provincial justice and legal authorities who received this information  with some private compagnies and persons by internet and fax.

As much as I can I maintain this list up to date, as long as the Canadian Government in Canada, refuses to go  public with my case.

EXPLANATION

My answer for many email received concerning the Canadian election .  I am not the one who was the suspect in this election, I didn't do it to affect the election, but probably usefull for many persons who are consern for the election.

If you take a look at  the date, you can see by yourself.  On December  23 ,1996,  I advised 91 Canadian deputies and the 14 Canadian federal and provincial Justice  departments, that my document was going public. 

On February 19, 1997,  on my web page, the public was able to read the document with all the names and the addresses of  who and were they  been send.  I begin my email on the internet on March 9, 1997.  The election was announced at the end of April 1997, at the surprise of every bodies ???  

 ( The expectation to wind was 80%, Chrétien win with 51%) 

At that time more than a couple of  hundred letters English and French were send by email to many Universities,  school commission of the Canadian countries, and many more.

For more precision about my political involment,  I am apolitical.
 
And, in the radical Canadian  election  public campaign change between  May 20 to June 1, 1997 I know,  it can be related with  my information send everywhere in Canada and coincide,  with the email from the Web Master of the Ontario Government Management Board Secretariat as I detail here for anyone who don't understand why .
 
On the weekend of May 18, 1997, I send a letter to many provincials deputy all over the Canadian countries and federal legal departments.

On may 27, 1997 I received and email  from the web master for the Ontario government Management Board
Secretariat who advised me that he received my letter and thank me for the information .

I would like to say, you have so many things going on, in this Canadian election, nobody can tell you  exactly, the real
answer about this radical Canadian public campaign  election change.
