Francis Fox replace her after the 1980 Election and Juneau was named direcly by Trudeau,  to assisted him, deputy minister in the communications department in addition to duties as undersecretary of state.

 Francis Fox a été nommé président, Est du Canada, de Rogers AT&T Communications sans fil en 1997. Avant cette nomination, il a été très actif au sein de l’entreprise pendant une période de six ans, à titre de président du conseil d’administration. Francis Fox est responsable de toutes les opérations et de la distribution dans l’Est du Canada. Il est également président du conseil de Rogers Télécommunications Québec inc.

Diplômé de l’École de droit de l’Université de Montréal (LL.L, D.E.S.), de la Harvard Law School (LL.M.) et d’Oxford University (M.A., boursier Rhodes), Francis Fox a travaillé dans les secteurs privé et public. Au cours des douze années de sa carrière politique au niveau fédéral, il a été Solliciteur général, ministre des Communications et ministre du Commerce extérieur. De 1985 à 1997, il a pratiqué le droit avec le cabinet d’avocats Martineau Walker à Montréal, principalement sur des dossiers relatifs à l’industrie des communications.

De plus, Francis Fox s’implique dans les activités de la communauté. Il est président du conseil d’administration de Montréal International, un organisme public à but non lucratif dont la mission est de promouvoir les investissements dans la grande région montréalaise.
