The additional month given to complete the test models was delayed and announced in the Journal La Presse on Tuesday May 11, 1982. The MSSTC Public Mayor's Council Meeting on April 23, 1982 when (49) - Mr. Jean Guy Parent announced that in seven or eight months the radio communication would be installed at the MSSTC.

The thirteen months to start the ACILR Prototype of Production included in the ACILR Electronic Global Technique Concept development and the Global ACILR Project (Organization and Structure) was respecter

The FBD allowed the financing to the Quebec Government.  It was the private company, created in Quebec with the Quebec Government that was affiliated with another company in Vancouver Canada, that obtained this federal financing and was involved directly with the Federal Government in 1982 and warranted by the MSSTC.

And with all this financing and warranty from the Quebec and the Canadian Government this company, W. R. Inc., declared bankruptcy in 1984.

First- In 1984 a copy of what the MSSTC was supposed to have already installed by Parent's municipalities. This was for more efficient public transportation system using equipment made in France.

It was the French company who developed and was supposed to have patented the system identified by the Engineer from IATA as a replica of the ACILR Electronic Global Technique Concept. The company's name for the system was the Alex system. This was for public transportation. It's development started in 1982 and completed in 1984 (saxne year as the NW Inc. -1982 to 1984 was involved.)

Second- In 1983, 1984, 1986 and 1994, the Canadian Government announced they had made many developments regarding the application of the GPS. And strangely nobody was informed of how or from whom the basics of this system, the Global Positioning System GPS, normally called the GLS for the Global Localization System came. This is the Global Localization System by Radio Telecommunication of ACILR Electronic Global Technique Concept development.

This system (ACILR Electronic Global Technique Concept development) incorporates three different systems, the localization, communication and a radio telecommunication control.

The Localization by triangulation inside a permanent communication system incorporates a visual and instantaneous position of all units, which we are asked to localize or control.

This system can be used by cable diffusion or satellite radio communication, as described in the document criminally disclosed in public by the MSSTC on December 1980 and printed in the Journal "La Presse" on Wednesday December 10, 1980.

This concept was discussed in Canada first with:

· -The IATA to (1) - Mr. Ronald Blake, at the MSSTC in March 1977,
· -The Quebec Research Center (QIRC) in fall 1977,
· -The Quebec Premier secretary (4) - Mr. Andre Meunier during the spring 1980
· -The MSSTC PDG Mr. Marcel (6) - Fafard Engineer during the spring 1980
· -With the MEER and the FBD Canadian Federal agency, during the summer 1980,
· -The MSSTC Commissioner in November 18, 1980,
· -The Quebec Provincial Economic Development Ministry in November 1980,
· -Criminally disclosed by the MSSTC on December 9,1980,

- In February 1981
(47) - Mr. Regis Desbiens, he was working on the design and development of the Shuttle Remote Manipulator System (SRMS) Electrical Sub system.

Since 1979 he has been responsible for the writing of the handbook design modification and production testing of the MCIU for the Shuttle Remote Manipulator System (SRMS) and he endorsed the development in February 1981.

- The international financing was discussed with Gigantic International Geneva with (54) - Mr. Leonce Harvey on March 25, 1981 at the Quebec Premier office in Longueuil Quebec.  This financing discussion was for one service utility in the permanent Radio Telecommunication application of the satellite.

- The Quebec Industrial Research QICR on August 27, 1981

This ACILR electronic concept was discussed in Canada after it had been criminally taken from the ACILR Project around 1980 or earlier between 1977 and 1980 by the Canadian Government. The Groups involved are:

- The Canadian Mapping Defense Agency (DMA's) developed the GPS for one application.

- The Canadian Federal Government developed the concept Canadian Spatial Reference Svstem (CSRS).

- The World Geodetic System (WGS84) in 1984 uses the reference system in which the Global Positioning System operates.

The Groups involved by the Canadian international technology exchange

- The Federal Government of both Canada and the United States have recognized this problem, and have begun the implementation of highly accurate GPS networks to better support modem positioning technique.

- For the United States, the Global Positioning System was designed as a dual-use system with the primary purpose of enhancing the effectiveness of U.S. and allied military forces. This is in the Canadian Government who stole and developed, with the Quebec Government, the ACILR Electronic Global Technique Concept.

- GPS provided a substantial military advantage and is now being integrated into virtually every facet of the U.S. Military operation.

- The announcement of the U.S. President, Mr.Clinton, provided for the U.S. free direct use. These were validated in 1996 and given to the U.S. Department of State.

- The Department of State will:
(1) In cooperation with appropriate departments and agencies, consult with foreign governments and other international orgaru'zations to assess the feasibility of developing bilateral or multilateral guidelines on the provision and use of GPS services.

(2) Coordinate the interagency review of instructions to U.S. delegations to bilateral consultations and multilateral conferences related to the plaiming, operation, management, and use of GPS and related augmentation systems.

(3) Coordinate the interagency review of international agreements with foreign governments and international organizations concerning international use of GPS and related augmentation systems.

And the effect of this was the reason why you have this Canadian team, directly related with Marconi, associated in May 1982 with the MSSTC and WR Inc. for the stealing of the copy of the ACELR Radio Tele Communication contract as described in this document:

(1) -This lawsuit between Trimble and NovAtel around the U.S. Patent as described below,

(2) -and why, the Department of State Canadian Affairs refused to identify who was in charge of this case since:

I. The first time by the FBI in July 1997,

II. The second time by the Director of the Human Rights, and after two criminal acts, as I informed the authority related with this case.

III.  The third one involved Mr. Connie Mack's office. We still don't know who in the Department of State, Canadian Affairs Section, can resolve this basic human right abuse. The right to have my mental integrity, which was criminally destroyed by the Canadian and Quebec Government, restored and the legal right to have a full, normal mental health insurance to be able to find a normal job.

NOTE: I am a Certified Section 609 for Automobile, EPA Type-Universal, Air Conditioning Heating Residential and Industrial U.S. Florida State Technician with the GAMA Certification for Residential and Commercial A/C & Heating.

With my rights, I have restored my mentality and was able to work to change my identification from a Canadian political exile, obtained under Mr. Bush Presidency, to an American Citizen with all it's Human and Civil Rights.

It was also the Quebec Premier (60) - Mr. Rene Levesque who named Mr. Pierre Marc Johnson as different minister.

Levesque's Government who finances with the FBD the MSSTC radio communication system for the WR Inc., and his Government who created the QWF Solidarity Fund with the QWF Union and financed the fund for ten million dollars.

Levesque's Government subsidized the School Commission if only if they bought the French computer Excel-20.

This computer was bought at 35 thousand dollars each and came, as we know, from the same company who developed the Alex system for the public transportation in 1982 to 1984 (same year the WR Inc. 1982 to 1984 installed a prototype of pre-production and declared bankruptcy in 1984). Many school commissioners compared these computers to previous ones and found them to be ten times more expensive.

It was during his administration in February 1985, after I informed his new justice minister, Yes! (56) - Mr. Johnson, regarding the copy of the ACILR Electronic in France, identified as the ACILR Prototype of Production. And 15 days later the first murder attempt on me was made as I described in my document no. 3 titled "IVAC Report" and publicly in my document no. 10 title WebPages to inforrn the U.S. Justice Department Washington.

It was (58) - Mr. Real Brais, the new secretary of (60) - Mr. Rene Levesque that I requested he reschedule the meeting from the former secretary of Mr. Meunier, I was supposed to have. (58) - Mr. Real Brais contacted me later and schedule the Financing International Meeting at the Longueuil Quebec Premier Office (Deputy of Longueuil). I don't think he asked (60) Mr. Rene Levesque for this, but, just go to the note file written by (4) - Mr. Andre Meunier who was the Levesque Premier's secretary, this at the Quebec premier office in Longueuil.  Refer page 22 "Meeting with Mr. Meunier, Fafard and myself on August 28, 1980 "

The following letters from (53) - Mr. Bernard Landry, the Industry and Commerce Minister for the Quebec Government, to his colleagues and myself, which I forwarded to the council of Mayors along with the February18. 1981 engineer's approval.

His colleagues were:

(56) - Mr. Pierre Marc Johnson, Minister of Consumers Cooperation and financial Institutions.) (See appendix N1. and N2) as well as,

(57) - Mr. Yves Duhaime, Minister of Industry, Commerce and Tourism (see appendix M3 and M4)

This approval was done by (47) - Mr. Regis Desbiens, Engineer Physician Specializing in electronic systems and Nlineral Prospecting, who worked on the design and development for the Shuttle Remote Manipulator System (SRMS) Electrical Sub system. Since 1979 he has been responsible for the writing of the Handbook design modification and production testing of the MCIU for the Shuttle Remote Manipulator System (SRMS)(See Appeno N13, Document brief M2).

At the MSSTC's Council Mayor Public Meeting on December 9,1980, members displayed irresponsibility by disclosing the project's concept.  The theft of my documents happened by photocopying it by (13) - Mrs. Lucie Dion and (48) - Mr. Andre Bourbeau assisted with (49) - Mr. Jean Guy Parent. They gave out this confidential information (the privacy content of the ACILR documents), which the MSSTC should have protected.

The MSSTC's Council Mayors knew they received these photocopies of the document illegally stolen from the Commissioner's private information. They knew also, the Secretary for the Council of Commissaries (13) Mrs. Lucie Dion's lawyer and (48) - Mr.  Andre Bourbeau public notary had personal knowledge of the individual responsibility of the Commissioner's private information. They also knew of the MSSTC's Commissioner legal demand to be informed of all the private projects.

They have the legal responsibility to the patent (regarding the Private ACILR Electronic Global Technique Concept included in the ACILR Volume Report number I and I I). And identically, they have the legal responsibility of the Patent and of the Copyright (included in the ACILR Volume Report number I I I and IV publicly disclosed by the MSSTC on December 9, 1980).

The council of Mayors comprised the following:

(48) - Mr. Andre Bourbeau, Public Notary, Mayor of St-Lambert, President of the MSSTC Council Mayors after the December 9, 1980, and MSSTC Commissary after December 9,1980. He was nominated to the position of commissary at the public meeting of December 9,1980.

(40) - Mr. Bernard Racicot, Director of the Caisses Populaires Desjardins St-Hubert, Mayor of St-Hubert, President of the MSSTC Council Mayors and MSSTC was Commissary before the December 9, 1980. He had replaced Mr. Marcel Robidas, Mayor of Longueuil, and the former President of the MSSTC Council Mayors who was a demotion during the year in 1980. Racicot informed the public he had resigned for personal reasons at that meeting of the December 9, 1980 but still was a MSSTC Council Mayor.

(50) - Mr. Marcel Robidas, Mayor of Longueuil was the President of the MSSTC's Council Mayors in 1980. During his Presidency remained in legal conflict of authority with Mr. Andre Bourbeau. That's why the MSSTC's Council Mayors didn't have any President in 1980. This is when (6) - Mr. Marcel Fafard hired me.

(49) - Mr. Jean Guy Parent.  Mayor of Boucherville, Quebec Industrial Commissary, MSSTC Council Mayors, became President of the MSSTC Council's Mayors afterwards. He replaced Mr. Andre Bourbeau, Now elected Liberal Provincial Deputy, in 1981. In 1985, Mr. Pierre Marc Johnson the new Quebec Premier named him Ministerial Deputy without election. [See detail of his Political and criminal association and implication on the ACILR Case in the document no. 10 title: " WebPages to Inform the U.S. Justice Department Washington".

(43) - Mr. Michel Sicotte, Mayor of Ville Lemoyne and MSSTC Commissary)

(51) - Mr. Alphonse Lepage, Mayor of Brossard, MSSTC Council Mayors)

(52) - Mr. Steven Olynyk, Mayor of Greenfield Park, MSSTC Council Mayors)

(6) - Mr. Marcel Fafard, Engineer, Chairman of the Board for the MSSTC in 1980)

(15) - Mrs. Lucie Dion, lawyer Secretary to the MSSTC's Council Mayors, Conunissan'es, and Secretary and Legal advisor for the MSSTC) (See-Laws of the MSSTC, appendix L4) and [See appendix (M4) MSSTC administrative chart].

Following the meeting on November 20, 1980, but before receiving the govemment's confirmation, Bourbeau was nominated new president of the Council of Mayors and also was nominated commissary of the MSSTC. At that public meeting on December 9, 1980, photocopies of ACILR Volumes I, I I, I I I, and IV were unveiled to the press through the secretary (15) - Mrs. Lucie Dion after an urgently called meeting. This was done without an, authorization from the MSSTC president's through a government official order or myself.

Before this public meeting on December 9, 1980, I was advised by the President that I needed to go to a private meeting with the MSSTC Mayors to explain the ACILR Global Concept Technique.

1 asked (25) - Mr. Claude Bellefleur, who was an industrial research technician from Quebec Industrial Research Center (QIRC), to assist me in explaining the schematic of the whole system in which we had brought ONLY a blown-up copy. [See appendix (o)].

However, nobody wanted to hear from us!  This included (6) - Mr. Marcel Fafard, (25) - Mr.  Claude Bellefleur or myself.

At this time, we, (25) - Mr. Claude Bellefleur and I, never knew what was going on!

This MSSTC's Council of Mayors meeting was supposed to cover the basic concept and respect the norm of the democracy, but ended up to be the most disgusting meeting I had ever attended. This was done with a MSSTC employee and a Quebec Industrial Research Center researcher present. They did not invite us to the public meeting that was scheduled before with the media.

Later I learned they made an accusation on diversion of public funds to a private company which was nonsense and unsubstantiated.  I received that money as a salary advance, all to be reimbursed by the Dept. of Transport's subsidy; a formula which had produced good results for (49) - Mr. Jean-Guy Parent who was directly involved with (48) - Mr. Bourbeau in this accusation. (49) - Mr. Jean-Guy Parent use of this Transport's subsidy was for a private company for bicycle racks (see clipping VI). All the mayors found this accusation very pertinent except (40) - Mr. Racicot and (50) - Mr. Robidas.

(48) - Mr. Bourbeau and (49) - Mr. Jean Guy Parent were in fact, attempting to create a criminal scandal for the media, although they were destroying every principle of an honest public administration, (see clipping V). Appendix w 15: MSSTC laws.

Furthermore, (48) - Mr. Bourbeau, while being backed up by (15) - Mrs. Lucie Dion, declared that an engineering firm had decided the electronic concept ACILR was impossible (see clipping VII).

The document from the engineering firm was never deposited, as well as the one accusing me of using (6) - Mr. Fafard's and (1) - Mr. Ronald Blake's names to obtain important meetings like the one with (14) Mr. Guy Bernier.

Also, (48) - Mr. Bourbeau claimed he received a letter from the Regional Union of the Caisses Populaires Desjardins, Mr. Guy Bernier, his friend (?). Also this copy of the letter, which (48) - Mr. Bourbeau claimed he received, was unable to be obtained.

The answer to those charges can be found in the letter of excuses from the president (6) - Mr. Fafard [see appendix (P)] and (1) - Mr. Ronald Blake who was to accompany me to a meeting with Bernier. [See appendix (q)]

Newspaper clippings from the December 9th, 1980 meetings are found in clippings IV and V, and refer also to the minutes of the public Mayors meeting.

In contrast to his negative attitude (48) - Mr. Bourbeau had nevertheless promoted a few weeks later the need for radio communications and even proposed a firm that (6) - Mr. Fafard could describe and identify.

The minutes of the following Commission meeting should be checked to that effect.

After these events of Dec. 9,1980, I put on my MSSTC driver's uniform and started driving a bus again, still looking after the project file and thinking that common sense would prevail over these vile, criminal, political feelings we experienced.

I went on and met (1) - Mr. Ronald Blake in order to prepare a financial meeting as I had described in detail on page 21 of document no. 15, scheduled by (58) - Mr. Real Brais, assistant secretary to the Quebec Premier. I also deposited for the Council Mayors a pertinent document in the hope of putting some sense into their heads (see appendix rl to r10 inclusively). This did not produce anything but a hardened stubbornness, for some unexplained reason.

This conclusion filtered through after (6) Mr. Fafard's comments had been received from (48) - Mr. Bourbeau. The three registered letters I sent to the MSSTC Council Mayoi's, MSSTC Council Commissary's, MSSTC President General Director (6) - Mr. Fafard by my lawyer dated April 29, 1981, see deposit 1. In the three registered letters I advised them, the seriousness of my lawsuit.

(48) - Mr. Andre Bourbeau, advised the MSSTC President General Director, (6) - Mr. Fafard, that he needed to personally close this case because (ACILR Project) didn't concern him or the MSSTC Council Mayor's President anymore.

Before I sent the three registered letters dated April 29, 1981, I attempted a meeting with (53) - Mr. Leonce Harvey. He was the chairman of the board for Gigantic Financial/Real Estate Corporation Canada Ltd., associated with Gigantic S.A. Geneve. This meeting was arranged by (58) - Mr. Real Brais.

As I already described in detail on the 4 last paragraph of page 22 the Meeting with Mr. Meunier, Fafard and myself on Aupust 28, 1980 and on page 28 concerning the QIRC of this document. This explained the reason I was involved in international financing to develop the ACILR technology. We had the first meeting for the international financing at the Longueuil City Premier office on March 25, 1981. The result was the letter of commitment dated April 8, 1981 to (60) - Mr. Rene Levesque, Premier of the Province of Quebec and a copy to (1) - Mr. Ronald Blake, who was the Montreal Head of administration and finance For Iternational Air Transport Association [IATA]. (See document brief) - appendix (a) and me (10 - Mr. Serge Morel, identified as the only Originator of all the ACILR Project as I described below and (See appendix (s & t).

Two years later, and confirmed at the QERC meeting and in the QIRC report, I succeeded in obtaining the long awaited (two years!) meeting with the QIRC President.

I received from (49) - Mr. Jean Guy Parent, a registered letter assuring me he would make time to speak with (63) - Mr. Rodrigue Biron, then minister of Industry and Commerce in order to organize a meeting with the QIRC to meet with the QIRC President.

On August 14, 1981, I received confirmation of the meeting scheduled for me with the QIRC.  This meeting was scheduled for August 27, 1981. The letter was sent by (30) - Mr. Simon Lupien, Head Secretary of the Quebec Industrial Research Center (QIRC).

I advised (1) - Mr. Ronald Blake, (6) - Mr. Marcel Fafard (26) - Mr. Claude Bellefleur and (17) - Mr. Gilles Roy.

(6) - Mr. Marcel Fafard advised me: "Take care, this meeting is not to make you happy and you have no choice but to be there. I think the Quebec Government just wants to destroy you and I don't know the reason."

The comment I received from Mr. Bellefleur is: " Mr. Perron, informed him to advise his friend, Mr. Morel, that a Vancouver firm has already worked on a similar ACILR Technical System. This, after the meeting with the electronic research department in Montreal, Perron gave Bellefleur copy of a document dated in August 10, 1981, which he had written and has sent to the QIRC's president."

Note: The WR Inc. was a company associated with one in Vancouver and the MSSTC contract didn't exist at this time, simply because he hadn't referred to them and either for the NovAtel Inc. (created in 1983 by the Alberta Government Telephones Commission and Nova Corporation)

Effectively in 1982, a company W.R. Inc. appeared from nowhere. It was created by the same relationship of (60) - Mr. Rene Levesque and obtained a contract of C$ 1 million from MSSTC's (49) - Mr. Jean Guy Parent. I refer you to the list index of this document no.15 where you will learn all the affiliations he had with (60) - Mr. Rene Levesque, (48) - Mr. Andre Bourbeau, and (56) - Mr. Pierre Marc Johnson. After all the events where he was directly involved, as described in pages 23 and 24 of this document no.15, on September 1985, Mr. Pierre Marc Johnson the new Quebec Premier named him Ministerial Deputy without election.

I have documented and dated in my brief that (49) - Mr. Parent and (56) - Mr. Johnson are coincidentally and criminally involved.

(49) - Mr. Parent and (56) - Mr. Johnson were all informed of the ACILR Project in 1980.

(56) - Mr. Johnson received the ACILR documents on January 23rd, 1981, he was, the Quebec Consumer Corporation and Institution Financial Minister from (53) - Mr. Bernard Landry the Economic Stated Development Minister

(49) - Mr. Parent was the Mayor of Boucherville, member of the MSSTC Council Mayors in 1980, and becaime in 1981, the President of the MSSTC Council's Mayors after Mr. Andre Bourbeau, Notary elected Liberal Provincial Deputy.

First event-, on January 24th, 1985, (56) - Mr. Johnson was the Quebec Justice Minister who, I informed about the MSSTC manipulation of ACILR electronic concept copies and about the sales to the MSSTC by the W.R. Inc. The company W.R. Inc was from the Quebec region, and the system copy of ACILR was found patented in France in 1984. I informed (56) - Mr. Johnson it was a former engineer of IATA, who had studied the ACILR electronic concept, who found it in France. Then two weeks later the first murder attempt to me happened, on February 1985, (49) - Mr. Parent was the President of the MSSTC Council's Mayor.

Second event- July and August 1985, (49) - Mr. Parent was the President of the MSSTC when two murder attempts were made on other MSSTC bus drivers. As reported by myself to the Longueuil Police, the Quebec Provincial Police and written in the document deposit at the Worker Health and Security Commission (WHSC) on March 21, 1986 and transfeffed to the Indemnification of Criminal Act Victim (ICAV) on April 11, 1986.

Third event- September 1985, (56) - Mr. Johnson was well informed about the criminality around the MSSTC and the actions of (49) Mr. Parent.

(56) - Mr. Johnson the new Quebec Premier named without election, (49) - Mr. Parent, the Quebec Industrial and Economic Expansion Minister, in September 1985.  This happened after the MSSTC medical office, Medisys Inc., declared me on full mental disability.

(56) - Mr. Johnson was the new Quebec Premier and Leader of the Quebec P.O. Party, And the first thing (49) - Mr. Parent did in his function was to travel to France. He probably went to recover and limit the access to the ACILR electronic concept copies patented in France.

See also the strange coincidence, as I described 02/83 on Page 56, and 1985 on page 57 of this document 15, the traveling of (49) - Mr. Parent in France February 1983.

This meeting was after the one in February 1982 which was supposed to be scheduled by the MSSTC regarding the ACILR Project settlement and my lawsuit. The MSSTC followed up their letter sent by their lawyer (59) Mr. Cimone for a settlement meeting. The second one, also written by the MSSTC Lawyer on December 8, 1982, for a settlement meeting was scheduled on March 1983 after the travel return of (49) - Mr. Parent and (69) - Mr. Molini, from France.

At this meeting the MSSTC lawyer (59) - Mr. Cimone advised the MSSTC president Mr. Molini and me that a settlement could be done only if a political settlement could happen. Later, after three MSSTC murder attempts, one on me personally and two others on different colleagues reported to the judicial authority as related with my Project ACILR, on September 7, 1985. The MSSTC declared me with "Full Mental Disability".  Incredibly, two months earlier I had worked too much overtime and over tired I retold the two additional attempts of murder associated with my ACILR Project. (See the reason of this overtime on page 14 no. 62)

Later, the MSSTC, through it's lawyer in court advised the judge " I am on full mental disability and specified "The Project ACILR never existed at the MSSTC, but only in my head" and this Canadian criminal pedury, obtained on May 19, 1988 resulted a Lapsing Request in court.

Concerning (28) - Mr. Perron Engineer, Quebec Chief Director for the research and development for the QIRC, it's possible because of the information given to us by (26) - Mr. Claude Bellefleur concerning the Vancouver Company he was suddenly transferred. This happened a few weeks after the Quebec CRIQ Meeting of August 17. 1981. Mr. Perron was transferred suddenly and without warning, we learned later, to the Quebec Ministry of Mines and Forest.

(27) - Mr. Perron gave to (26) - Mr. Claude Bellefleur a copy of this document dated August 10, 1981.  This document, written for (27) - Mr. Guy Bertrand Engineer, Chairman of the Board of the Quebec Industrial Research Center, suggested the best alternative for the QIRC was to refuse to see the ACILR people so:

(1) - Mr. Ronald Blake, who was the Montreal Head of administration and finance for the International Air Transport Association (I.A.T.A.). (See document brief) - appendix (a)

(6) - Mr. Marcel Fafard Engineer, Chairman of the Board for the MSSTC in 1980

(26) - Mr. Claude Bellefleur Industrial research technician from Quebec Industrial Research Center (QIRC) Quebec Government.

(17) - Mr. Gilles Roy, who had already called twice to (27) - Mr. Bertrand to ask if he needed him and what he needed to prepare for this meeting scheduled by the QIRC for August 27, 1981. But (27) - Mr. Bertrand never returned his call.  At that time, the ACILR Organization had already discussed the financing and I had already prepared the documents with (15) - Mr. Gilles Roy, C.A., M.B.A., MSSTC Director Computer System and procedure Head of Special projects: a) Computer Systems, b) Management Information, c) 5 year real Estate Program, d) Urban Transport Planning. See Document brief appendix 02) and for the rough sketch of the financing plan for the financial provisions which were not discussed with all the govenimental and International Authorities, See appendix (v IO).

A few days before the meeting I reached, (27) - Mr. Bertrand.  He informed me, by phone, that assistance of (26) - Mr. Claude Bellefleur and (47) - Mr. Regis Desbiens, the Engineer Physician Specializing in electronic systems, Specializing in Mineral Prospecting was not necessary.

For (26) - Mr. Claude Bellefleur by the document written by (27) - Mr. Perron described below to (27) - Mr. Bertrand I can understand Bertrand for is negative and unacceptable reaction to Bellefleur presence at this meeting.

But, the assistance was also not necessary from (26) - Mr. Regis Desbiens, who also worked on the design and development of the Shuttle Remote Manipulator System (SRMS) Electrical Sub system was, totally illogical.  Since 1979 he has been responsible for the writing'of the Handbook design modification and production testing of the MCIU for the Shuttle Remote Manipulator System (SRMS)(See Appendix M2), the one who had endorsed the ACILR electronic concept had the potential contact by his company to NASA.  That's why I know Mr. Fafard was right and I had no choice, I needed to go to this meeting alone.

(27) - Mr. Guy Bertrand told me also the QIRC had enough competent engineers to evaluate the ACILR Technique Concept, and they didn't need them.  With all this negative information, I decided to attend this August 27, 1981 meeting, alone.

After this meeting, I forwarded a report of this meeting dated August 30, 1981. First the Ministry represented and present at this meeting, for (26) - Mr. Bertrand so that he could read the comment reported on his position on this meeting.  Also (26) - Mr. Bertrand could read the comment where I stated that it took two years to arrange this meeting and that I succeed in arranging it because of (63) - Mr. Rodrigue Biron, Minister of Industry and Commerce Quebec Government.
