The LOC does not lend out or distribute copyright materials to individuals, government, or nongovernment organizations for private or public use. They do, however, allow for self-examination of any such interested copyright materials at the LOC facility in Washington DC. The U.S. Government manages the LOC and normally operated by a contract organization where all materials submitted for copyright protection are internally assigned an Internal Status Division Notification (ISDN) numbers for tracking purposes.
