Dear Colleague, To those who assisted directly and indirectly, by collaboration with goods and/or services, to actualize the development of the ACILR Electronic Project and/ or the ACILR International Concept. An advisor has commented, “We now have the true story of this case concerning who, what, when, where and how this patent was illegally misappropriated. We can now implicate all the essential persons and conclude the documentation of this adventure. The final document is being edited and it’s important to identify those who helped protect the projects. The undersigned desires to form a committee consisting of several persons to advance the ACILR International as a legally registered U.S. association. The committee’s task will be to formulate a suitable governing document and to apportion reimbursement to the association members for their previous and continuing contributions, personal and financial, to Serge Morel and ACILR. Initially the U.S. association will promote ACILR interests via the marketing of the “true story” and U.S. civil lawsuits. The U.S. association will consist of members from two groups, as described below. Membership will be voluntary and may be active or inactive. Group A members were involved with the initial legal and technical counseling of the formal ACILR International registered as CDRIL under Canadian Certificate of Incorporation #67016 on July 9, l980. Group B members were supportive of the members of the original counsel (Group A) to advance the objectives of the project(s). For your contribution to be properly considered we will require your
information and documentation on an information sheet to be submitted All members will review and then formally acknowledge the governing documents including the founders of ACILR International without regard to date of initial involvement. New contributors to the projects will be made cognizant of the pre-existing compensatory arrangements and will accept such prior actions to participation in any project, membership or association involving ACILR or the aforementioned U.S. association. All members will formally acknowledge and accept the decisions rendered by the committee. All members understand that this newly formed association has been created, among other reasons, to provide some financial and equitable stability for Mr. Serge Morel, creator of both the ACILR Electronic Project and the ACILR International Concept. The initial mission of this association shall be to initiate U.S. civil lawsuits claiming ten years of civil damages beginning in l99l. The damages are related to Canadian and Quebec provincial authorities' manipulation of certain medical files. This was done to discredit Mr. Morel’s mental competency in a manner affecting his ability to obtain U.S.A. citizenship and U.S.A. legal standing to enforce his rights to benefits from commercial applications of his GLS (GPS) patent. U.S. civil court damage awards from the medical record litigation will be funded in the U.S. association members, to finance legal proceedings to restore the patent rights to ACILR International, and promote the public’s recognition of historical truth in these events. New sources of funding will be welcome and are to be used to finance the U.S. association’s efforts to create and promote activities to generate media revenue by promoting the publishing rights to this story in print, film and electronic media. New media revenue will be used to market the Serge Morel story to publisher(s) and filmmakers. The proceeds from these revenue sources will be determined by the impact of the financial success of the stated objectives. Compensation to members of the U.S. Association members will be ; a) monetary, b) a vested interest in the ACILR International Fund, c) a vested interest in ACILR International projects, or d) combination of a, b, c, d. AUTHOR LETTERS This Serge Morel (French letter has been translated by: Martine Yesler To whom it may concern; To follow the evolution relating to the development of the non-profit institution which endorses the international Project CDRIL, it is strongly advised you inform your closest relatives and friends who would be interested in this information and likely to belong to the FOUNDERS identified in the organization ACILR-CDRIL. Its mandate is described in the organization web site, www.acilr-cdril.org by the author and originator of these two creations. See : :Tome IV The people will be able to become members after approval of their application based on their personal, professional, or financial competence and availably; and the choice of their offer of assistance versus the needs necessary for each stage of growth for this organization and it’s structuring of national and international operations. This is why we estimate the maximum number of people informed per week will be 10 current and new members. Discussion arising will be done after positive identification of the person initiating this contact and which we will probably have to refer to for all verifications of identities of others. Those who’s service could not be used at this stage but wish to maintain their offer for all stages of development or to become a member to support and assist, will be identified and recognized by the organization as an active voting member of the national and international organizations . Regarding the foundation created by the elected directors of the founders of the ACILR – CDRIL.ORG, the president pro-tem is Michael Ottjepka. Its limited mandate, described on the web site www.acilr-cdril.org , will become fully operational after the establishment of virtual participation technology by ACILR-CDRIL.COM... This will permit viewing the procedures of the official accreditation of its position per vote of the active members of the United States, France, and Canada. Concerning monetary donations and advances without guarantee for the expenses of inception when the members first became active in ACILR-CDRIL.ORG; these members are included as the first members in the foundation. Concerning money all ready received and deposited in the bank account: Because of the inability of the members of the three countries to vote on the acceptance of the expenditures including operating expenses of the web site supported and financed by voluntary members; because 10% of the voting members of the office of the executive directors of the web site corporation ACILR-CDRIL.COM must be represented by elected members and be named by the group of the founders; because 30% of the voting members of the office of the executive directors are identified as being founder members or private benefactors; it was purposed after several meetings that active members of www.acilr-cdirl.org would decide to approve the necessary expenditures. It was established that an amount of $10,000.00 would be necessary to achieve this mandate including all the records for the three companies and maintaining the web site. The process is established so that amounts that are not voted on by the members can be withdrawn from the bank account to establish a method of international voting. The first amount, $5,000.00, will be transferred to ACILR-CDRIL.ORG, for the expenses of American recording and the acquisition of the electronic components to permit teleconference participation in membership activities. The electronic components will be located in the United States, Canada and France; and will remain the property of ACILR-CDRIL.ORG, but will be managed by the members of ACILR-CDRIL.COM in these three countries. This accounts for 10% of the investment of ACILR-CDRIL.ORG. The remaining 30 % will be under the responsibility of the author, Serge Morel, who currently owns this site, as long as the founders did not decide to participate as a group of investor or as a member voter of the ACILR-CDRIL.com Corporation.
