February 26, 1981, A public petition of 252 signature with phone numbers and names was given publicly to the MSSTC mayors.  This petition was a public request meeting, from Mr. Claude Chartier, MSSTC’s employee, president of the Public and Private Workers and South Shore Resident Association (PPWSSRA). This association had prepared the 252 names petition for presentation at a public meeting which was noted in the South Shore Journal (French – Le Courrier du Sud).

All of the MSSTC mayors, requested at this public meeting, did not attend. See Volume 4 Appendix U3, in the original French document identified and listed No. 1 of the English Document Title: ”The Abridgment” second Part page 2 of 22.

 March 6, 1981, At a Public PPQ election meeting, Mr. Claude Chartier, President of the PPWSSRA requested information’s concerning the silence of the authority involved in the ACILR project and the press. The press reports Volume 5, Newspaper clipping VII A

 March 7, 1981, At this Public election meeting Mr. Bernard Landry and Mr. Parizeau was present in replacement of Mr. Rene Levesque which was suppose to be there at the ST. Charles Lemoyne School, on 2505 Coderre street in Saint Hubert City.

 At this meeting Mr. Parizeau personally received from Mr. Claude Chartier, the Photocopy he had receive from the public MSSTC mayors council meeting of the 4 ACILR Volumes disclosed illegally on December 9, 1980. Mr. Claude Chartier also told Mr. Parizeau, to read carefully these ACILR four Volumes, these could cut the Quebec Commissions Transportation deficit by financing all these Quebec public Transportation.

Mr. Parizeau was the Finance Minister, during 1977 to 1979, and after the 1981 election, the time period that the Quebec Industrial Research Center (QIRC) was all informed of the ACILR electronic Concept.  By his Quebec governmental functions, Mr. Parizeau was responsible of the (CDPQ) Quebec Investment and Deposit Bank owned by the Quebec Government supreme authority and inform also, by the QIRC who acts as a financing partner for the Quebec investment in the commercial, industrial and public sectors to stimulate Québec’ s economic development.
