En 1981, Fox le ministre Canadian d’État et Communication annonce qu’il investira C$1.8 milliard pour 1982-1983, plus C$900 millions en recherche fédéral et un C$900 million pour certaines recherches industriels et Universitaires.  Ce qui fut, le pourquoi des déboursés de C$3.6 billion Canadien dans la Recherche et Développement pour 1982-1983. Aussi en 1983, le fédéral a crée le centre de  recherche Canadien, à Montréal , l’Institut Jeanne Sauvé pour promouvoir la recherche en Télécommunication par un octroi du gouvernement fédéral de C$11 millions. Cet Institut de Montréal est supposé être le résultat d’une association nationale Canadienne de la finance, des syndicats, du governement et des Universités pour développer ce nouveau marché d’application technologique mondial .

In 1983, Ron Osborne was the BEC President who through the $28 billion a year firm, created the holding company to reinvest the 1983 profits from Bell Canada. This investment was motivated from a reorganization of Bell Canada in 1983 by then chairman and CEO A. Jean de Grandpré (from Montreal) Quebec.

In 1981, Fox as the Canadian State and communication minister announced they would invest C$1.8 billion for 1982-1983 plus C$900 million for federal research and another C$900 million for some industrial and University research.  Therefore, for 1982-1983, Canadian research development of C$3.6 billion. Also in 1983 the Canadian federal government created the Canadien Jeanne Sauvé Institute research Center in Montreal to promote the Telecommunication research and the Canadian Government granted it with C$11 millions. QUÉBÉCOR a investie 30 millions dans le développement de la communication en janvier 1985. Il en est devenu un chef de file en communication mondialement. Le propriétaire de Québécor Péladeau, dont René Lévesque et Mulroney avaient été ses employés, était aussi un directeur de Desmarais, le propriétaire de Power Corporation tout comme le frère de Parizeau. Pour le frère de P.M. Johnson soit Daniel Johnson, il en a été le secrétaire. Daniel Johnson devint donc après l’étape de la permission de Desmarais à Bourassa de représenter la chefferie du parti libéral du Québec en devint plus tard le chef. Mulroney relié à la création de Novatel directement impliqué dans le vol de la technologie de CDRIL en 1983, devint en 1999, président de Québécor.  Quelques semaine après Chrétien le nomma le Grand Argentier Canadien, titre similaire qu’il avait alloué à P.M. Johnson. P.M. Johnson, impliqué dans un autre manipulation d’un brevet électronique criminel avec Hydro Québec fut nommé, par Chrétien, en charge des négociations pour le Canada au sommet (G-7) des Sept Pays Industrialisés en 1995.

Québécor corporation est propriétaire de l’imprimerie Québécor Inc.. L’intriguante situation est : la branche Télécommunication de la CDPQ (Caisse De Dépôt et Placement du Québec) est propriétaire de Québécor corporation.

Concernant la relation et l’implication constante de Desmarais et ce, par Power corporation, il ne s’agit que de regarder la chaise musicale de ses nominations passant par le conseil d’administration exécutif de Power corporation et émergeant dans les différentes corporations Canadiennes. Par ce fait il est facile de comprendre qu’il en a un contrôle d’influence direct,  de par les nominations sur les conseils d’administration exécutif y compris celui de Marconi et NovAtel Corporation. Ce personnage Turner de Montréal président exécutif de Marconi fut identifié et associé à deux accidents criminellement suspect impliquant, dans la première le technicien qui m’assista pour les représentations gouvernemental Québécois du système électronique CDRIL et qui fut blessé gravement.  Pour le second accident à 10 jours d’interval, 10 milles de distance et situé à Montréal et concernant la personne qui m’assistait pour la traduction des documents aux États-Unis et de dont il est décédé. QUEBECOR had invested C$30 millions in the new communication electronic development  in January 1985 and became a worldwide leader in this field. Peladeau, which Rene Levesque and Mulroney were his former employee was also a Power Corporation director, owned by Desmarais. Same as the Parizeau brother, Pierre Eliot Trudeau and the former Quebec Liberal premier, his former secretary Daniel Johnson, brother of Pierre Marc Johnson. More special with Bourassa who request him to favor is Libéral chief campaign against his former secretary Daniel Johnson.

The former Quebec Premier, M. Pierre Marc Johnson was also involved also in another electronic patent manipulation with Hydro Québec owned by the Quebec government.

M. Chretien with all the knowledge concerning M. Pierre Marc Johnson promote him to be in charge of the negotiation at the Summit for the seven Industrial Countries in 1995.

Quebecor and Mulroney were associated with NovAtel Corporation's creation in 1983 and illegally, this corporation  develop some application of the CDRIL electronic concept. Mulroney the former Canadian conservator Premier was involved from 1983 to 1993 in this Criminal Canadian Governmental conspiracy with the Quebec political and financial organizations. In December 1999, Mulroney become the Quebecor Corporation Board president.

Mr. Mulroney, in December 13, 1991, was the Canadian premier responsible for The Telesat Canada Reorganization and the Government of Canada who proclaimed the Divestiture Act. This Act provides the mechanism for the Government to sell its 53% Interest in Telesat.

A few weeks after his Quebecor nomination Mulroney was promoted by Liberal Canadien Premier Mr. Chretien to the position of Financial Canadien Money-Tender; Mandated to represent the Canadien government.

In 1981 Chretien, the Canadian premier and former Canadian finance minister, when his daughter married the son of the owner of Power Corporation, Desmarais was in direct interest conflict  and never resigned or requested a ministry transfert s foncion.

QuebecorCorporation owned Quebecor Imprimeries Inc but an intriguing ownership situation appeared. Quebecor was, via Capital Telecommunication completely owed by the Quebec Investment and Deposit BankQDIB (CDPQ).

All groups of people and corporation's identified below are directly involved in the electronic concept CDRIL and project international CDRIL theft.

PQ-PARTY, the Quebecois political party by it's government  administrative duty was the first criminally involved in the electronic concept CDRIL and project international CDRIL heist.

Desmarais, possibly the most influential man in Canada, through his Power corporation was direcly involved with the Quebec and Canadian political and financial co-conspirators in taking illegal control of all levels of Quebec and Canadian government operations.This included the theft of the electronic concept CDRIL and the CDRIL international project.
